Project Description
MSV International Inc. is engaged to provide Construction Supervision Consultancy Services for the SASEC Road Connectivity Project (SRCP) in Nepal, an Asian Development Bank (ADB)–funded initiative aimed at strengthening the country’s strategic road infrastructure. The project involves development and upgradation of a 175 km road corridor, forming a vital component of Nepal’s strategic road network and providing an important alternative to the country’s heavily trafficked East–West Highway.
The corridor includes construction of 18 major bridges, along with associated roadway, drainage, slope protection and road safety works, addressing challenging terrain and ensuring year-round, reliable connectivity.
MSV’s Role
MSV acts as the Construction Supervision Consultant, representing the Client and the funding agency, and provides independent technical and contractual oversight to ensure that the project is executed in accordance with approved designs, contract provisions, ADB guidelines and applicable national standards.
Scope of Services
MSV’s scope includes review and approval of engineering drawings and construction methodologies; supervision of road works, bridge structures, drainage, slope stabilization and ancillary works; monitoring of construction quality, materials and workmanship; enforcement of safety, environmental and social safeguard requirements in line with ADB policies; monitoring of construction progress and milestones; certification of measurements and contractor payments; evaluation of variations and time extension proposals; review of Quality Assurance and Quality Control (QA/QC) plans; and coordination with the Client, contractors and local authorities for effective project implementation.
Project Importance and Impact
The SASEC Road Connectivity Project plays a strategically critical role in improving transport resilience and regional connectivity in Nepal by providing a reliable alternate corridor to the East–West Highway. The project enhances mobility of passengers and freight, reduces travel time and transport costs, and improves access to markets, healthcare and education, particularly in remote and underserved regions.
By strengthening cross-regional connectivity and improving network redundancy, the project supports economic growth, disaster resilience and trade facilitation in line with the objectives of the South Asia Subregional Economic Cooperation (SASEC) programme and the Asian Development Bank. The upgraded corridor contributes to sustainable infrastructure development and long-term socio-economic benefits for communities across the project influence area.
