Project Description
MSV International Inc. is engaged to provide Consulting Services for Construction Supervision of the Serchhip–Buarpui (MZ-02) Road under the North Eastern State Roads Investment Program (NESRIP) in the state of Mizoram, India. The project involves upgradation and improvement of a 55 km hill road corridor, aimed at enhancing all-weather connectivity, safety and transport efficiency in one of the most challenging terrains of the North-Eastern region.

The corridor forms a vital link connecting Serchhip with Buarpui and adjoining areas, supporting passenger mobility, movement of essential goods and regional socio-economic development.

MSV’s Role
MSV acts as the Construction Supervision Consultant, representing the Client and the funding agency, and provides independent technical and contractual oversight to ensure that construction is carried out in accordance with approved designs, contract provisions, ADB guidelines and applicable national standards.

Scope of Services
MSV’s scope includes review and approval of engineering drawings and construction methodologies; supervision of earthwork, pavement, drainage, slope stabilization, retaining structures, bridges and road safety works; monitoring of construction quality, materials and workmanship; enforcement of environmental, social and safety safeguards in line with ADB requirements; monitoring of construction progress and milestones; certification of measurements and contractor payments; evaluation of variations and time extension proposals; review of Quality Assurance and Quality Control (QA/QC) plans; and coordination with the Mizoram PWD, contractors and local authorities for effective project execution.

Project Importance and Impact
The Serchhip–Buarpui road project significantly improves regional connectivity in Mizoram, ensuring safer and more reliable access to remote and hilly areas. The upgraded corridor reduces travel time, enhances road safety, and improves year-round accessibility, particularly during the monsoon season.

By strengthening links between towns, villages and regional centres, the project supports access to healthcare, education and markets, promotes local economic activities, and contributes to inclusive development in the North-Eastern region. The project aligns with the objectives of the Asian Development Bank and national initiatives aimed at improving road infrastructure and connectivity in India’s North-East.
