Project Description
MSV International Inc. is engaged to provide Consultancy Services for Construction Supervision (CS) for 2-laning works by widening, strengthening and provision of side drains on various roads in Jhajjar District, Haryana. The project involves upgradation of a 97.661 km road network, aimed at improving road capacity, riding quality, drainage and safety in an important growth region of the state.
The improved roads serve as key connectors between district headquarters, industrial areas, rural settlements and major highways, catering to increasing traffic demand and regional mobility needs.
MSV’s Role
MSV acts as the Construction Supervision Consultant, representing the Client and the funding agency, and provides independent technical and contractual oversight to ensure that the works are executed in accordance with approved designs, contract conditions, ADB guidelines and applicable national standards.
Scope of Services
MSV’s scope includes review and approval of engineering drawings and construction methodology; supervision of earthwork, pavement widening and strengthening, drainage and side drains, junction improvements and road safety works; monitoring of construction quality, materials and workmanship; enforcement of environmental, social and safety safeguard compliance in line with ADB requirements; monitoring of construction progress and milestones; certification of measurements and contractor payments; evaluation of variations and time extension proposals; review of Quality Assurance and Quality Control (QA/QC) plans; and coordination with HSRDC, contractors and local authorities for timely and effective project delivery.
Project Importance and Impact
The project significantly strengthens district-level road infrastructure in Jhajjar, improving connectivity to major transport corridors and neighbouring districts. Enhanced road geometry and drainage improve safety, reduce travel time and vehicle operating costs, and ensure reliable all-weather access.
By supporting access to industrial clusters, agricultural markets and urban centres, the project contributes to economic growth, improved service delivery and sustainable transport infrastructure development in Haryana. The project aligns with the objectives of the Asian Development Bank and the Government of Haryana for improved regional connectivity and resilient road assets.
