Independent Engineer (IE for the Bhaniyawala–Jollygrant–Rishikesh, NH-07

MSV International Inc. is engaged as the Independent Engineer / Authority’s Engineer (IE/AE) for the Bhaniyawala–Jollygrant–Rishikesh Spur of NH-07. The project involves the four/six-laning of NH-07 from Km 0.000 to Km 19.780, aimed at strengthening connectivity between Dehradun, Jolly Grant Airport and Rishikesh. an important centre for tourism, pilgrimage and regional commerce in Uttarakhand.

The project is being developed under the Hybrid Annuity Model (HAM) with a total length of 19.78 km. It carries an awarded cost of ₹549 crore and a total capital cost of ₹742.43 crore. The Letter of Award (LOA) was issued on 18 October 2023, followed by signing of the agreement on 1 December 2023. The project is scheduled to commence on 1 December 2025 and is targeted for completion by 30 November 2027.

As the Independent Engineer, MSV International Inc., is responsible for providing comprehensive technical oversight throughout the project lifecycle. MSV’s scope includes independent review of designs and drawings, construction supervision, quality assurance and control, monitoring of safety and environmental compliance, and certification of milestones. Through its structured and impartial approach, MSV is committed to ensuring that the project is delivered in accordance with prescribed technical standards, safety norms and performance benchmarks, thereby contributing to improved mobility, road safety and sustainable infrastructure development in Uttarakhand.
