Project Description
MSV International Inc. is engaged to provide Project Readiness Facility (PRF) consultancy services for the Himachal Pradesh Subtropical Horticulture, Irrigation and Value Addition Project (HP SHIVA). The assignment, funded by the Asian Development Bank (ADB), supports preparation of the project for effective implementation by strengthening technical, institutional and safeguard readiness.
The HP SHIVA Project aims to enhance horticulture productivity, improve irrigation infrastructure and promote value addition in subtropical regions of Himachal Pradesh, contributing to sustainable agriculture and rural livelihoods.
MSV’s Role
MSV acts as the PRF Consultant, supporting the Client in developing a bankable, implementation-ready project in line with ADB requirements and national policies. MSV provides technical advisory services to facilitate informed decision-making and smooth transition to the investment phase.
Scope of Services
MSV’s scope includes preparation and review of detailed engineering designs, implementation schedules and cost estimates; assessment of irrigation and horticulture infrastructure requirements; support in procurement planning and contract packaging; preparation and review of environmental and social safeguard documents in compliance with ADB policies; institutional and capacity assessment; and development of project management, monitoring and reporting frameworks to ensure effective execution.
Project Importance and Impact
The HP SHIVA PRF assignment plays a critical role in enabling successful implementation of a flagship agricultural and irrigation initiative in Himachal Pradesh. By ensuring technical soundness, safeguard compliance and institutional preparedness, the project supports improved water-use efficiency, enhanced horticulture value chains and increased farmer incomes.
Aligned with the objectives of the Asian Development Bank and the Government of Himachal Pradesh, the project contributes to climate-resilient agriculture, sustainable resource management and inclusive rural development in the state.
