Project Description
MSV International Inc. is engaged to provide Consultancy Services for Supervision of Civil Works for Package-2 (Jabalpur) under the Madhya Pradesh District Roads II Sector Project (MPDRIISP). The project involves improvement and upgradation of an extensive 602.29 km network of district roads across the Jabalpur region, aimed at enhancing all-weather connectivity, road safety and transport efficiency in the state of Madhya Pradesh.

The project forms a key component of Madhya Pradesh’s district road development programme, focusing on strengthening secondary and tertiary road infrastructure to support regional mobility, rural accessibility and economic integration.

MSV’s Role
MSV acts as the Supervision Consultant, representing the interests of the Client and the funding agency, and provides independent technical oversight to ensure that civil works are executed in compliance with approved designs, contract conditions, technical specifications, ADB safeguard requirements and applicable national standards.

Scope of Services
MSV’s scope of services includes review and approval of drawings and construction methodology; supervision of road, pavement, structure, drainage and ancillary works; monitoring of construction quality, materials and workmanship; enforcement of safety, environmental and social safeguard compliance as per ADB guidelines; review and monitoring of construction progress; certification of measurements and contractor payments; evaluation of variations and time extension proposals; review of Quality Assurance and Quality Control (QA/QC) plans; and coordination with MPRDC, contractors and local authorities to ensure smooth project implementation.

Project Importance and Impact
The MPDRIISP Package-2 project significantly improves district-level road connectivity in the Jabalpur region, enabling safer and more reliable access to markets, healthcare, education and administrative centres for rural and semi-urban communities. Upgraded roads reduce travel time, vehicle operating costs and seasonal accessibility issues, while improving overall road safety.

By strengthening links between villages, growth centres and major highways, the project supports agricultural supply chains, MSMEs and local industries, contributing to inclusive economic growth and balanced regional development. The project aligns with the objectives of the Asian Development Bank and the Government of Madhya Pradesh to enhance rural infrastructure, improve service delivery and promote sustainable transport systems.
