Project Description
MSV International Inc. is engaged to provide Technical Support Consulting Services (TSC) under the Rural Connectivity Investment Program (RCIP), covering the states of Assam, Chhattisgarh, Madhya Pradesh, Odisha and West Bengal. The project, funded by the Asian Development Bank (ADB), supports strengthening of rural road infrastructure and institutional capacity under the Pradhan Mantri Gram Sadak Yojana (PMGSY) framework.

The program focuses on improving planning, implementation quality, sustainability and performance of rural road projects to ensure reliable all-weather connectivity to rural habitations.

MSV’s Role
MSV acts as the Technical Support Consultant, providing advisory, technical and capacity-building support to the Client and implementing agencies. MSV assists in improving project preparation, execution, quality management and compliance with ADB and national guidelines.

Scope of Services
MSV’s scope includes technical support in planning, design review and implementation of rural road works; development and review of technical manuals, standard operating procedures and guidelines; support in quality assurance and performance monitoring; capacity building and training of state and district-level engineers; assistance in procurement, contract management and risk mitigation; monitoring compliance with environmental and social safeguard requirements as per ADB policies; and establishment of reporting, monitoring and evaluation frameworks for program implementation.

Project Importance and Impact
The Rural Connectivity Investment Program plays a crucial role in enhancing last-mile connectivity across multiple states, improving access to markets, healthcare, education and livelihood opportunities for rural communities. By strengthening institutional capacity and technical processes, the program ensures improved durability, safety and sustainability of rural road assets.

The project supports inclusive growth, poverty reduction and regional development, while aligning with the objectives of the Asian Development Bank, the Government of India and the national vision for resilient and climate-responsive rural infrastructure.
