Project Description
MSV International Inc. is engaged to provide Consultancy Services for Social and Environmental Examinations for the Palwal–Bhuteshwar Third Railway Line Project in the state of Uttar Pradesh. The project, funded by the Asian Development Bank (ADB), forms part of Indian Railways’ capacity augmentation programme on high-density rail corridors.

The assignment supports sustainable development of railway infrastructure by ensuring that environmental and social considerations are fully integrated into project planning and implementation.

MSV’s Role
MSV acts as the Social and Environmental Safeguards Consultant, supporting the Client in meeting ADB safeguard requirements and applicable national regulations. MSV provides independent assessment and advisory services to ensure compliance, risk mitigation and responsible project delivery.

Scope of Services
MSV’s scope includes environmental and social screening, baseline studies and impact assessments; preparation and review of Environmental Management Plans (EMP), Resettlement Plans (RP) and other safeguard documents as required under ADB policies; stakeholder consultations and public disclosures; assessment of land acquisition, involuntary resettlement and livelihood impacts; monitoring of safeguard compliance during project preparation and implementation; and capacity-building support to the Client for effective safeguard management and reporting.

Project Importance and Impact
The Palwal–Bhuteshwar Third Line Project enhances rail capacity and operational efficiency on a key railway corridor in Uttar Pradesh. By integrating robust social and environmental safeguards, the project ensures that infrastructure development is carried out in a responsible, inclusive and sustainable manner.

The consultancy supports minimisation of environmental impacts, protection of affected communities, and adherence to international best practices, aligning with the objectives of the Asian Development Bank and the Government of India for sustainable transport infrastructure development.
